 Hmm, I'm able to run D-RATS with your configuration file.

 Can you please delete your config file, start D-RATS, save the config in a
 way that causes it to hang and then grab the debug log *before* trying to
 re-open D-RATS?

 How long does it hang for?  Are you sure you don't have anything else that
 has COM1 open?
