[drats_users] Automatic Message Forwarding

Hi all,

Due to some questions I've received recently, I have worked up an
article for the HOWTOs section on the website about automatic message
forwarding.  It explains what it can and can't do, how to turn it on,
and how to get it to do what you want.  I'm hoping this might stir some
additional testing of this feature, so I'm posting it here before the
0.3.1 release:
