[drats_users] Ratflector password?

I think I only documented this in the email announcing the feature, but
you put a users.txt file in the working directory of the ratflector.
Inside, each line is a record "callsign password".  If the file is
present, it requires authentication.  If not, it doesn't.

I have a half-written document on how to run your own ratflector.  I'll
try to make sure that this bit of info is in there.
