I'll let someone like Leo jump in here to comment on the rest. He wrote
the original DPRS documentation on the website. I don't use that, so
any help I try to provide will just be noise.

Correct.

Yes, it needs to plug into a serial port that D-RATS can read from.
However, IIRC, that is a TTL GPS and not an RS-232 one. If so, you may
damage the GPS by plugging it into an RS-232 port, even though the
connector matches.
